Rotate from Vector
Use this function to rotate one vector about its base point towards another vector. The two vectors need not be co-planar as the second vector only provides orientation of the rotation plane. In other words, the second vector is implicitly relocated to share the same base point as the first vector picked. After selecting each vector key in the angle of rotation for the new vector, the rotation applies from the first vector towards the second vector. The vector is then unitized and displayed at the current vector scale factor.
Using the Feature:

Select Rotate from Vector from the Create>Vector submenu.

Select the vector to rotate.

Select vector to define rotation plane.

Enter the rotation angle. The new vector is then created.
