Use the global move function to move an entity that you indicate. Using dynamic selection, left mouse click when the entity you want to move is highlighted. Select the new base position using an option from the Universal Position Menu or simply drag the entity to its new location and mouse click to place it.

Except for a light entity, when you elect to move an entity, you will be prompted to specify a new base position, using the Conversation bar options that appear (as shown below).
